		<description>In 2005 the US Marshal&#039;s Service interdicted one ton of crank in Minnesota and a second ton of identical crank in Burbank, leading them the Kern County.  After the murder suicide of Officer McGowan in San Bernadino County the crank mega-lab in Kern County shuttered; resulting in a 25% drop in violent crime in Los Angeles County.  Kern County Probation (CalMET) is directly responsible for manufacturing 3 tons of crank anually and 46,000 State prisoners; providing $4,000,000,000 in additional Health and Safety money to California SEIU members.  The SCotUS has chosen to release these 46,000 prisoners, as their rights have been violated; in addition to the millions of California citizens harmed by Kern and San Bernadino County law enforcement.</description>

		<description>A few facts: Jail space shortages caused the transfer of over a third of the usual jail population to prison between 1985 and 1995. These low level offenders now occupy over 48,000 expensive prison beds, increasing prison costs by about $1 billion annually.  The U.S. Supreme Court decision requires a reduction of 32,000 prison beds. That should save about $1 billion annually if the state fully reimburses the county for the added jail costs. That’s because prison beds cost about $25,000 more than a prison bed. Most counties will probably have to rely on contract beds to house inmates returning to their custody.</description>
